batch convert MPEG to WMV (via AVI) ?

Existing .MPG video files need to be converted to .WMV

This conversion must be made in the console (without user-interaction)

Suggestions for, preferably free, programs which allow this ?
Avi can be converted into wmv with Microsofts wm8eutil.exe, but how to make avi?

Tried to use mpeg2avi.exe but it always pops out compression selection -window

Additionally the file size is 'critical' in target wmv's, so they can/must be smaller in picture-size than the original, compression quality tough enough, and framerate dropped to ~10 from the ~24 its in mpeg, if these could be set in some point of automatic conversion it would be ideal.

pure commandline/batch execution or some sort of sdk-interface will be necessary, when the files need to be added to "the system" with setup-application...

_Streaming_ video is not requirement, however the target platform gives few limitations, as it is compaq's pocket pc.
Hmm...I doubt youll find a command line tool to do all that....Kinda like looking to Ronco to make a tool that slices, dices, walks your dog, and polishes your car.

The pocket pc only supports WMV or will it do mpeg, quicktime, etc? I ask because im not a PDA expert, expecially when it comes to pocket pcs.
