i keep getting undeclared identifier

You have a missed parameter (Working directory) and you use double coat instead of single coat:
The right method is:


ShellExecute(hInstance, 'OPEN', 'PHONEBOOK.EXE', '/WHATEVER', nil , SW_SHOW);
