Do you get a bios screen?  or Windows 2000 Splash screen?  or anything comming up on the screen at all?  Can you run from a boot disk? Can you access the bios?  Is your CD rom bootable?

And you say upgraded...did you fresh install?  or did you actually Upgrade your laptop from Win98 to Win2k?

Can you boot up in VGA mode or safe mode?
Can you uninstall Windows 2000?

What model Toshiba laptop is this?

Are you sure that it supports W2K?
check wheather ur machine configuration supports win2k,
try to install win98 again and check wheather win98 works,
if not u may have hardware problem, rather than that of os.

           check it out.

Can you boot into safe modem on Windows 2000 (press F8 during bootup) to see if you can load the generic VGA driver? It could just be that the Windows 98 driver does not work with Windows 2000 and Windows 2000 did not have a driver for the laptop.

If you can get into safe mode and see the desktop I would download W2K video drivers from Toshiba's website.
