using win2000 pro to add user to AD?

In Winnt 4.0 server you can add new users from a Winnt 4.0 workstation with User manager for domains.  How do you add a user to AD from a windows 2000 pro.

From the windows 2000 server cd, install adminpak.msi
It installs all the admin tools you need to administer the domain, users, computers, shares, etc
