I can get nothing but "Page Not Found"  Anyway, the Asker wanted to know how to intercept the Tool Tip Text Event, he did not ask "please give me a link to site that has a really cool tooltip control"
-- Dan
I can access the page without problem (by using the latest link).

What I understand from the question is that the asker wants to provide is own tooltips and that's what the cooltip is doing.

Copied from the page:

Cooltips Server 1.0
Final release build 1.00.0001
What happens when you sprinkle a little HTML into those dull tooltips? They become Cooltips! That's just what you get from Excalibur Software's latest free ActiveX DLL - the Cooltips server. This DLL allows you to add rich text-enabled tooltips to any control that provides a hWnd property and a MouseMove event.

Well, i think that with subclass, we can intercept the tooltip creation.
OK, the link is working (on this computer, today).  They also provide source code.  And in fact, using the HtmlHelp for quickly HTML formatting is and interesting and very cool idea.  Changing my recommendation:

Accept emoreau's comment(s) as an answer.
