Refreshing choices in a dialog list

I'm having an issue while trying to develop a Lotus Notes database.  I was wondering if you have seen this error in the past or if anyone knows of a way to resolve this issue.
I have created a form, Job.  Within this form I have created a field of type dialog list.  In the field properties, I have selected to use a formula to generate values for this field.  The formula is as follows:  @DbColumn("";"":"";"All Programs";1).  This formula retrieves all the values in the 1st column of the All Programs view of the current database.

I also checked the box that says: refresh choices on document refresh.  This is what is not working.

Within this Job form, I have a button which allows someone to create a new Program document.  When I create a new program, save it, return to my Job, and refresh the job document:  my choices are not updated in this program list field.  I have tried multiple different options, including adding a button which refreshes the All program view and the current document, but it does not refresh.  Even if I close the Job document and reopen it, the choices are not updated.  It only seems to refresh when I reopen the database.  Any clue why this does not work?

Your results are cached, so use this formula instead.

@DbColumn("Notes":"NoCache";"";"All Programs";1)
