Can the teamroom template be customized to accomodate more than 1 project that is to say multiple projects with multiple teams and subteams

Yes, you can. It just takes a little work.

I guess if you'd add a "Project" field to all forms, you could categorize documents using project as the top level category and thus seperate documents per project.
You could use a keyword field with the possibility to add new values for this. (This way you can easily add another project and people can select the project from the keyword list). For web use, you would have to create a 'NewProject' field to emulate this behaviour and on WebQuerySave check if something was entered in this field.

If you want to add security so that people from different projects can only see the documents for their own project then that would require some additional work.

If it's just a categorization you're looking for, just add the one field to all forms and go from there.
