Internet mail limit on server

We are getting the following error :

Your message did not reach some or all of the intended recipients.

      Subject:    
      Sent:     26-4-02 7:37

The following recipient(s) could not be reached:

      xxxxxxx@xxx.xxx on 26-4-02 7:37
            The content length of the message is too long for the recipient to take delivery
     The MTS-ID of the original message is: c=US;a= ;p=xxxxx;l=xxxxx-xx020426053709Z-31035
            MSEXCH:IMS:xxxx:xxxxx:xxxxxx 3552 (000B09AA) 4054217 bytes exceeds server limit of 2097152.

I have no idea where he is getting the 2097152 limit from.
There no limits set on mailboxes, MTA or the IMC there is also no limit on the receiving end. The server is running Exchange 5.5 sp4 on NT4.0 sp6a.

Has anyone seen this? I did a search on lots of forums and kb's and found some references, but no solutions.

Any help would be deeply appreciated.

Thx very mutch it was indeed a setting on the mail relay running mimesweeper there was a policy setting we where not aware off. It is working fine now :)
