only admin access server locally

hi there:
         actually i want to use my sever in such a way that it can only be accessed by server administrator locally. but want to prevent server accessed by any other user accountonly on that computer not on network,help me  what i have to do for that.(i want the policy to set only for that computer not for the whole network)

That is actually the default for a Domain Controller.  Domain users are not permitted to logon locally by default.

You can limit each user (trough active directory) to which machine they can logon.
You can permit your user only to be able to logon to the specific machine name.
(account tab->log on to tab)
