SceCli and Userenv error messages

I get the following error messages continously.  I checked out MSDN and according to what the Knowledge base articles said everything should be fine... but it's not.  Any ideas?

Windows cannot access the registry information at \\samro.org.ar\sysvol\samro.org.ar\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\Machine\registry.pol with (51).

Security policy cannot be propagated. Cannot access the template. Error code = 3.
     \\samro.org.ar\sysvol\samro.org.ar\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\Machine\Microsoft\Windows NT\SecEdit\GptTmpl.inf.

The Group Policy client-side extension Security was passed flags (17) and returned a failure status code of (3).

Can the server be reached? Does the path to that file exist?

You can use the NETDIAG tool (from the supplements on the Windows 2000 CD) to check the state of the domain connectivity.

Also, if the policy file is broken, you may get such messages.

Q258296 solved the problem.  We had recently installed a new network card for our internet.  It was first in the order,changing the order solved the problem.
