Install Visual Studio SP4.  Fixes the problem.

What does it mean to be "Always On"?

Is your cloud always on? With an Always On cloud you won't have to worry about downtime for maintenance or software application code updates, ensuring that your bottom line isn't affected.

Are you using DAO or ADO?

If DAO use ADO, this happened to me and this solved the problem by using the Component:
Microsoft ADO Data Control 6.0 (SP3) (OLEDB)

intead of the Reference:
DAO 2.5/3.5 Compatability Library
