Trying to make Netscape the default browser.

I have a 98 se computer where the user has insisted on placing shortcuts to some web pages on the desktop (12 different web pages). She likes to use Netscape. She installed the latest version of IE due to some web page functionality problems when using Netscape at a specific web site.. She did not make IE the default browser. After the IE install, 10 of the icons are using the IE logo, and clicking on them launches IE. The other 2 icons are still Netscape, and they launch netscape. (They all used to launch Netscape).  I have checked the file associations. I have edited the Netscape prefs.js file to make it ask the "default browser" question (it won't ask and when I go back into the prefs.js file, the line that I added is gone). I have not tried deleting the shortcuts, and just letting her create them again. I was hoping to find some way to tell windows that Netscape needs to be launched when any of the web page shortcuts are clicked on. Tthe properties of the "IE" shortcuts and the "Netscape" shortcuts appear to be the same.

Thanks
I forgot to mention that this is Netscape 4.78...As to Lee's comment, I have tried editing the prefs.js file that Netscape suggests. I also tried to uninstall IE. Windows will not allow it in add/remove programs.

Crash...I installed 4.78....It didn't ask the "default browser question". The problem is only with the desktop shortcuts to web sites. All but 2 will launch Netscape. Links in an e-mail message will launch Netscape. I may look at Mozilla..I really don't care for any of the Netscape versions above 4.x

Comment:..It won't let me post a comment. This was not the case the last time I posted a question here. I only have 2 choices..."Edit the question" or "Delete the question"

It's interesting that the page below, from Netscape, only says it is the instructions for Win 95/NT.  Have they just not updated it to reflect, 98, ME, 2000, XP?  Anyway, I would think the following should do it for you:

have you tried downloading a newer version of netscape, or reinstalling it?

Here's a couple alternatives to netscape.  Mozilla, in my opinion, is much better than netscape.  Although it does still have a few bugs in it.  But it runs much better than communicator ever did for me.

Netscape 7.0 Preview Release 1
http://download.com.com/3000-2354-10113906.html?

Mozilla (32-bit) 1.0 RC 2
http://download.com.com/3000-2229-10111707.html?tag=lst-0-2
Also, don't edit the question.  Add your own comments.  It makes following the flow of comments much easier.
Hold you shift button down, right-click the shortcut, click "open with", scroll to netscape on the program list of the window that appears, click Netscape, check the box at the bottom left hand corner that say: Always use this program when opening files of this type (.url), click OK, Should open in Netscape now AND theoretically if you close it, then double-click the shortcut, it should re-open in Netscape.
You can reject this proposed answer, it is posted as such to remove the edit question option.

When you edited the "prefs.js file" did you make sure all netscape windows was closed?
Did you save the file after you edited it?
any feedback???
