SHELL 32.DLL  file is linked to missing export SHLWAPI.DLL:SH RegGetUSValue
and
Photo Deluxe HE 3.1\PD3.EXE A device attached to the system is not functioning

Can you help? Norton 2002 does not show any viruses; I have reloaded Windows 98 & Photo Delux but the problem persisits.
