Apache error_log file ?

I'm using the parameter #!/usr/bin/perl -w and it's gives only warnings.
I can not see the file on our system so I use the follow codes in my scripts for a own my_error.log file.

use CGI qw /:standard center/;
use CGI::Carp qw(carpout);
   open(LOG, ">>/usr/name/www_log/my_error.log") or
      die("Unable to open my_error.log: $!\n");

I have 2 questions :
1. my_error.log file is the same as the Apache error_log file of a system ?
2. I'm asking to my self when I remove the -w still the Warnings will be saved in the Apache error_log file ? The warnings will not saved in my_error.log when I remove the -w.
