Grid lines

I often see images with grid lines running across it such as in this site

how do i use photoshop to achieve this look?

Those particular lines look like they were a screenshot of Photoshop's grid. Just enable the grid, and take a screenshot of it. You can then either use the screenshot directly or turn it into a pattern and use the Fill tool to fill with pattern.

If you want to do that from scratch grab your line tool and draw a grid. That's all a grid is. Again you can turn it into a pattern.

You can achieve that effect using a photoshop "action".  Check out this page where you can download such an action.
