If you look at the NBGIS about box, you can see that it uses TatukGIS (http://www.tatukgis.com) libraries for working with ArcView SHP/DBF files. TatukGIS is a commercial set of libraries for making GIS applications.

So, considering this, i think you have some options:

1.) Purchase a commercial library for reading/saving ArcView files - like TatukGIS, ESRI MapObjects, CartoVCL (www.cartoworld.com) and others.

2.) Make your own interface to ArcInfo files. Technical specifications for the file formats are available at http://www.esri.com/library/whitepapers/pdfs/shapefile.pdf.

3.) Convert an open source library for reading ArcInfo files to delphi. For example, theres a great OS API for SHP files named http://gdal.velocet.ca/projects/shapelib/index.html that's written in C. You could use this as your base.

Hope this information helps in some way.
