Do you have this problem on a client level or is this on the server?
If this is on a client, you need to create a connection document in your personal name and address book, if this is on server level you need to create a connection document in the public name and address book.

For client in the personal address book:
(I'm using R5, but the fields should be similar for R4, I don't remember if the terminoligy has changed, but you should recognize the fields)
- Connection type : Local Area Network (I'm assuming this is on a corporate network)
- Server name : the abbreviated name of your server
   e.g.: SERVER1/ACME
- Use LAN port : indicate the ports to use. I always use TCPIP
- Only from location(s) : *
- Only for user : *
- Destination server address : IP-adres or DNS-name of the server
   e.g. 10.0.1.128 or server1.acme.com

For server in the PNAB:
- Connection type : Local Area Network
- Source server : name of the server of the PNAB
- Source domain : the domain name of the server
- Use ports: the LAN ports to use
- Destination server : name of the server to reach
- Destination domain : name of the server's domain
- Optional network address: IP-adres or DNS-name of the server to reach
Also setup any replication or routing options needed to automate replication and mail routing to/from the server.

I hope this helps you on your way, if not let me know what you need to know.

Sounds to me like your outgoing connection document is wrong, thus allowing only one way communication and that is to your server from the other server and not the other way around.
Have a look at the connection document in your server's PNAB that defines the connection to the server that generates the error and check if the connection is setup as it should.
