how do I set the exchange server so some people have access to external email and some have just interoffice email.

You can install the Internet mail service and place restrictions where only certain people can send and recieve through it. Basically installing the connector then configuring it where all people but the select few get rejected when trying to send out to the internet.

After installing the internet mail connector,
follow this article:

It involves removing the SMTP addresses so they cannot receive internet mail, and blocking them on the internet mail connector so they cannot send internet mail.
