Email forwarding using custom recipient

Here is the problem

My echange server 5.5 SP4 stopped forwarding to alternate recipients last week. All message tracking is on but nothing shows up. No NDR's at all. The mail just stops in the inbox of the user.
Funny thing is that when I send and email to three people that this is set up for 2 of them get it but 1 does not.
If I try to send the email to just one of them it does not work.
Anyone help please.

1.remove and reapply the alternate recipient option

Have done that already. Even deleted the user account and primary email account and redid them. Still wont forward.
