Outliner/Notekeeper utility whose native format has extension ".kbf"

  I have some files that were saved by a little
freeware utility (for text outlining/notekeeping) with the extension ".kbf". This is the native file extension
of the utility.

   I'm trying to find the name of the outlining utility
(and where to download it--URL). It's a Windows util.

   Note: ironically, the extension has nothing to
do with keyboards (!).

I can't find KBF other than in relation to a keyboard file.  Maybe it is an old program and they have gone away.
