How do I change privilege for PROCESS_SET_QUOTA use?

We are running a simulation on a Windows 2000 machine.  It uses PROCESS_SET_QUOTA which is set for admin privilege use only.  Our network administrators don't want users of network machines to have anything more than power user privileges.  How (and where) do I change the privilege for the PROCESS_SET_QUOTA down to Power User?  I'm have no sys admin training, so I need pretty detailed instructions.  Thanks.

Go to the Control Panel, choose 'Administration', then 'Local Security Policy'. Under 'Local Policies', select 'Assign Account Privileges'. There, pick 'Set Qouta', double click on it and press the 'Add...' button on the dialog that pops up. Select the 'Power Users' group, and again, choose 'Add'. Then close the dialogs by pressing OK.

I also had to add Increase Schedule priority and Take ownership of files.  Thanks for your quick help.
