For a complete tutorial on the marquee tag see:

But bear in mind this solution as proposed by huuduyen

 only works in Internet Explorer.

Or you can write
<marquee direction=up height=68 id=mymarquee language=jscript ommouseout=mymarquee.start(); onmouseover=mymarquee.stop(); scrollAmount=1 scrollDelay=40 trueSpeed name="mymarquee">

Hi MOSTAGHASSI !
I'm sorry. You can put your text in between two tag marquee. Example <marquee direction=up height=68 id=mymarquee language=jscript ommouseout=mymarquee.start(); onmouseover=mymarquee.stop(); scrollAmount=1 scrollDelay=40 trueSpeed name="mymarquee"> wellcome to Vietname<br>where are you from </marquee>
You can test it in Fontpage or in browser.
I wish you are successful.
