Windows XP Multilingual User Interface Pack
This is an add-on to the English version of Windows XP Professional and is available only via volume licensing programs to corporate users. (For more information about volume licensing, see the Microsoft Licensing Web site:
http://www.microsoft.com/licensing/default.asp


So yes it is free but you need to have the correct licensing.

What do u mean by correct licensing i have CD of windows XP? so how can i download this Pack..???

In other words if you do not have the Corporate License you can't download it.  Do you have a corporate version?  Or just the Retail boxed version?

I am sorry we could not find it for you.  You may try contacting microsft directly.  Call their customer support.  They may just give it to you.
