Some recipients can't send/recieve.

Why do you think that some recipients can not send or recieve email via our exchange server. Half of the 20 recipients can do both without a problem, whilst the other half generate blank NDR's. Therefore I have no way of knowing why. From what I can see there are correct addresses throughout our server. We use 5.5. We use SMTP and POP3 for retrieval via OWA.

Yes, thats been done all TCP/IP and dns settings have been checked and tested and work fine.
