I've done a little of this and a LOT of downloading of this.  The ATI TV Wonder and All-in-Wonder cards seem to be pretty good.  I use an I/O Magic PC PVR card and it does the job fine.  Also, the AVERTV stuff looks nice (though I've never used it) and the Hauppauge stuff is decent as well.

I'd recommend looking through the reviews and articles here:
http://www.vcdhelp.com/capture.htm

Keep in mind you need a reasonably fast system to do high quality stuff (resolutions like 500x350 and better).  I'd recommend - to help ensure things work as smoothly as possible, a dedicated hard drive (not just partition), a Pentium or Celeron running at at least 1 GHz, and at least 256 MB RAM (preferably 512).  And DON'T do anything else with the system while you are recording.  The dedicated hard drive should be kept defraged at all times.  (I'd defrag it daily).

I have a Leadtek Winfast TV2000 XP seen here
http://www.leadtek.com/mmedia/tv2000xp/tv2000xp.htm
I got it at www.newegg.com at a great price.

I can listen to radio, record radio, watch TV, and record TV al la Tivo

it's great because unlike the All in wonder, I don't have to replace my video card (GeForce 4 TI 4600) and AIW's are AGP as far as I know.  The ATI AIW IS a great product, but the leadtek is a standalone tv tuner.
