put this bit of CSS in the head of your page..

a{color:red;text-decoration:none}
a:hover{color:white}

you can change the colors by name..green, pink blue..etc or use..hex values..#006633

There are several ways to do this, but this is how to do it in Dreamweaver:

1. right click anywhere in the page
2. choose CCS Styles and then New Style
3. select Redefine HTML Tag and select a in the Tag: box
4. choose Define In: This Document Only
5. check the Decoration box that says none
6. click on OK

Sorry it's a little bit complicated but as Zeffer has already mentioned, you can only change this using CSS (Style sheets).

By the way, if you want to do this in lots of pages, you might want to choose New Style Sheet File in step 4 instead of This Document Only.  Then you can attach that file to several pages and they'll all the links will have the same (lack of) decoration.
