Unfortunately, no this is not what I am looking for. As I understand it, the toolkit your have given links to is for developing for Windows CE Version 2 and its variants.
Im after tools to develop for Windows CE Version 1

I don't care so much whether it is for VB, C, or for that matter what language. It's it can be used to develop applications for Windows CE version 1, that I am interested in.
