Shutdown my linux box with other users.

I have a Linux box running Red Hat 7.3.
I want let to others user shutdown the linux box.
but whe I loggin with other user and I try to run the halted command, it's not let me.

/sbin/shutdown
# see man shutdown and /etc/shutdown.allow
