you need to query the object for the IID_ISpecifyPropertyPages interface
then get the Pages element
finally call the OleCreatePropertyFrame

an example :

const
    IID_ISpecifyPropertyPages : TGUID = '{B196B28B-BAB4-101A-B69C-00AA00341D07}';

var
    SpecifyPropertyPages : ISpecifyPropertyPages;
    CAGUID: TCAGUID;
    Code: Integer;
begin
          // filter is your COM object (activex control cast as IUnknown or sumtin)
          result := Filter.QueryInterface(IID_ISpecifyPropertyPages, SpecifyPropertyPages);
          if result <> S_OK then exit;
          result := SpecifyPropertyPages.GetPages(CAGUID);
          if result <> S_OK then exit;
          result := OleCreatePropertyFrame(0, 0, 0, FilterInfo.achName, 1, @Filter, CAGUID.cElems, CAGUID.pElems, 0, 0, nil)

should work

I haven't dealt with activex that much
an ActiveXs component editor is the property sheet (at least it should be)
to manually get the properties .. sorry I don't know that
amybe you should check out borlands pages http://community.borland.com/delphi
maybe someone posted an article on that
or the tlb import procedure of Delphi (when you import an ActiveX component Delphi creates a wrapper automatically)
