Win 98 does not prompt for logon to NT domain

I have one out of about ten Win98 machines using an NT domain that will not prompt for the domain login at startup.  The Primary login is set at Client for Microsoft Networking, and the client is set to logon to the domain.  When the machine is rebooted it just goes in to Win98, and I have to choose Log Off from the start menu before it will prompt me for username/Password.

Any ideas what may be wrong?  I have deleted all .pwl files from the disk
