Alternates to VB6 PDW

I have been using the VB6 Package & Deployment Wizard(PDW) to generate the setup.exe for my shareware program.
The display during installation looks kind of dated, and I have been looking for another installer. Someone
suggested The Inno setup program (http://www.jrsoftware.org/). Unfortunately, it does not accept the file COMCAT.DLL version 5.0, which my program uses. They suggest to use COMCAT.DLL version 4.71 instead.
I have two questions:
1. Where can I download version 4.71?
2. During installation, will the Inno setup program generate the message 'The file you intend to install
is not newer than the existing file. Recommend that you keep your file'? If the user clicks Yes, setup will probably abort?
