PC Boots into Safe Mode?

My PC (W98SE, P400, 128mb)now starts in Safe mode.  I also lose the mouse, so navigation is very difficult.  I have Norton SystemsWorks (Utilities) onboard, and have checked as much of the system as possible.  Everything reports "okay", except that my disk was badly fragemented.  

I defrag weekly, so this new condition must be related to whatever is causing the PC to boot in Safe mode. I attempted to defrag, but the cycle appears to repeat and repeat, so I closed the utility.

The only event before the problem that I can recall was a printer ink cartridge change I did the day before that gave an error message (no communication with printer), but disappeared after reboot (printer worked fine).  

I'm at a loss as to what to do next.  Perhaps a Restore of my Registry...not sure if this would help, or even how to access?  Any advice would be appreciated and welcome.
