How to block ports in NT

I am using an NT server. I would like to block/disable following ports. I have no firewall or router in place. I would be thankful if you can give your comments.

Port # 25 SMTP
port # 135 (DCE) - RPC
port # 139 NetBIOS
port # 443 HTTPS
port # 465 SSMTP

Am I right in my understanding that If i stop the services than the port gets blcoked. like If I stop SMTP service that port would be blocked.

I am not sure about others. If I am not wrong I can disble them from Cntrol Panel ->Network. But I am not sure.

Any help appreciated.....
