compaq presario 1200 runs slow like a turtle

I dont know this is OS problem or hardware, but these are the symptoms: I have a compaq presario 1200 running Win 2000 server, it used to work just fine..but lately the computer runs so slow, takes sweet time to boot up, after booting up, if i try to start any application, it takes ever to start it..if i go to Task Manager,,,,,I see explorer.exe taking somewhat much CPU usage( about 10 %).
I recently defragmented the hard disk,,,it still did not help. Lap top is running a celeron 700 MHZ, has 168 M of RAM.

Actually the whole thing started when i started running AOL, AOL crashed couple of time,,,,and AOL gotten really slow. Nowadays, I am not even running AOL, any application starts really slow or sometimes crashes.
Do you think it is a virus?

Can you explain the Delete all?   That is weird....all what?

More details, sorry :
- You must delete all the files with the extension "tmp" ( *.tmp)
- You must delete all the files who begin (first character)with the character "~" ( ~*.*)
Ok, actually in Windows terms then for the non Dos user....move all your temp files and as frache said most if not all files that start with the "~" charachter.

just to let u guys know, i found 456 files ( exe, asp, htm, imp) infected with Win32/Nimda-A and Nimda-D, and I KNEW IT, something fishy going on. Anybody knows who initiated writing Nimda-A/Nimda-D viruses...I want to GO AFTER THEM :)
