Windows98 will not boot in Normal Mode

I inherited an old HP computer that has many problems.  It evidently experienced a crash of Win98 at some point.  It was restored with the HP recovery discs, but overlaid what was already there.  When I look at the regedit file, there are duplicates of many, many things, with the dupes being identified as "xxxx.1".  It will boot in every mode except Normal.  I have the recovery discs, but no emergency startup floppy.  Is there anything short of reformatting the disc and running the recovery discs that might save this thing?  As it is now, it does not recognize either the CDRom or the floppy drive.  That being the case, will it recognize the CD drive when the disc is reformatted?
