Strange Behavior - Task Manager

From my User account, the Task Manager does not display normally.  I get only the 'Processes' section, but no 'Applications' and no 'Performance.'  What is worse, however, is that I also do not get the menu items, nor the close window button (in order to close the Task Manager I must log off).  

When I am in the Admin account, the Task Manager works normally.  I am using Win2K, SP3.  Thank you.
