IE Browser Prompts Twice on Download

I am using IE 6.0.  I have a Java servlet that sets the HTTP to download a file.  Here are the headers that I set:

pResponse.setContentType( "image/tiff" );
pResponse.setContentLength( fileSize );
pResponse.setHeader( "Content-disposition", "attachment; filename=\"Plane.tif\"" );

In Netscape, it works fine when I download.  In IE it works fine when I click the Save As button on the dialog box.  The file is saved correctly to the client machine and may be viewed through a tiff viewer.  If I click the Open button, another dialog box prompts me to Open or Save the file again.  I click Open again and the tiff viewer is launched.  An error message is displayed saying Path Cannot be Found.  Any ideas?

Also, this occurs for all types of files.  (i.e. zip, doc, etc.)
