Connecting a second harddrive

I currently purchased an ATA100 7200rpm 60gb harddrive to replace my old, secondary one.  My main drive is an ATA100 7200rpm 40gb harddrive which is set as the master on the primary IDE cable.  I do not feel like doing a harddrive copy since the speeds are more or less the same on both drives, so I want to put the new harddrive on the secondary cable.  Currently I have my CD-Rom as the primary slave, my CDRW Drive as the secondary master and my second (slow) harddrive as the secondary slave.  Should I continue with this setup, or should I put the new 60gb harddrive as the secondary master and bump the CDRW drive down to slave?  Would I lose speed on whichever device i put as slave?

So basically, which should be primary and which should be slave (harddrive or CDRW) or does it not matter?
