troubleshooting Question

Urgent help needed for internet sharing across two subnets

I got three PC.

PC 1 as a router with
1 X dial up connection
1 X NIC in Subnet 192.168.1.1
1 X NIC in Subnet 192.168.2.1
Running Win2kpro with registry modify to route between the two subnet.
The dial up connection is ICS enabled.

PC 2 with IP 192.168.1.2
PC 3 with IP 192.168.2.2

I can get the routing working (Tried in NT and win2K)
Internet shareing is no good in NT hence I installed the win2kpro on PC1. I can Get one subnet to use the ICS but not the other. As I understand, I can only assign ICS to one subnet. Any way I can hack this so both subnet can use the ICS?

I know a few ways to fix this but just wonder if there is native windows way. So please do not suggest:

1. Using an additional firewall, NAT or Proxy software
2. Use ADSL/Cable (Too expansive in Australia)
3. Put it in one network (I want to span across two subnet for a purpose)
4. Get a Route or Layer 3 switch. (I can't afford it unless someone willing to sell me one for $100)
