Component Responsible for PC Self Power Down?

my PC has started switching off, initially after variable times of up to a day or more, but now instantly just before it boots up Windows (shows IDE devices etc). The machine will restart if physically disconnected from the mains for 15 seconds, & then switched on again. This sounds to me as though the power is being cut-off by a safety device to limit current.  The big question is which component is the culprit????

I initially swapped the power supply for a beefier one, which was something I had intended on doing anyway, but this had no effect.

I have since removed all devices & memory but the problem is still present.

Could this be a motherboard problem, or is the CPU likely to be faulty?  I don't have either a spare CPU or motherboard available to change as a check.

Here's hoping someone can save me some money by making the right choice!
