How to connect the Oracle database through TCP/IP protocol without ORA-12500 error?

Dear Oracle Database Experts,
We are using Oracle 8.03 work group server on Windows NT 4.0 for our database. We are able to connect our Oracle database server successfully through namedpipes protocol. But while trying to connect the database through TCP/IP protocol it is giving the following error.
error : ORA-12500 TNS:LISTENER failed to start a dedicated server process.
This error is coming in the same server and also in the other network nodes.In the listner.ora and tnsnames.ora files ip address of server, sid name all are available.
While trying to test the Listner through LSNRCTL80.EXE
it is giving the following error messages
connecting to <address=<Protocol=TCP><HOST=SERVER'S IP ADDRESS><PORT=1521>>
TNS-12222 : TNS : No such protocol adaptor
TNS-12538 : TNS : No such protocol adaptor
TNS-12560 : TNS : No such protocol adaptor
TNS-00508 : TNS : No such protocol adaptor
But Pinging of the Database IP address is successful.
Please suggest me some methods of connecting the Oracle 8 client through TCP/IP protocol without distrubing the database (i.e without reinstallation )
