Remote control of dial-up connection

I have a home network with two PCs connected via ethernet. One PC (call it the server) has a dialup connection which is shared with the second. Both are running W2K.

Is it possible to disconnect the dialup connection (i.e. hang up the phone) remotely from the second (client) PC?

Additionally, is it also possible to subsequently reconnect the connection from the client PC (without enabling dial on demand on the server))?
