Disabling ALT+TAB and ALT+Esc Keystrokes

I am trying to restrict the use of ALT+Tab and ALT+Esc on some Win9x, Win2k, and WinXP machines in my network. We have tried using Fortres Grand's Fortres program and it provides many 'lockdown' features. However, the afore mentioned keystrokes aren't disabled. Is there any way to restrict these key combinations via a registry fix or some other 3rd party app? This is time critical. I will aware 20 bonus points to the person who answers this within 24 hours.
