Service Pack 3 Setup Cannot Update a Checked (debug)....

Symptoms:

- Only EN_W2KSP3_CHECKED.exe available for English (all others W2kSP3.exe)
- Extracts files to a drive other than C: (configured as a mirrored array).  Instead it uses E:, which is configured as a RAID 5.  
- 2.6 Gig free on C:.  10 Gig free on E:
- Ends just as welcome screen appears, saying "Service Pack 3 cannot update a checked (debug) system with a free (retail) version of Service Pack 3, or vice versa".
- System messages include 1 error for RemoteAccess.  "Unable to add the interface Internal with the Router Manager for the IP protocol.  The
following error ocurred:  The parameter is incorrect.
- DNS, Routing and Remote Access, and Active Directory are enabled.

Any ideas?

Recovered-restored XP, but reverted back to SP2 - how can I get it to revert back to previously installed SP3?
Tried to install SP3 and getting Error: Windows XP SP3 Setup Error: Cannot Update a Checked (Debug) System with a Free (Retail) Version of Service Pack 3
performed: --- In right-side pane look for a String "CurrentType". Double-click on it and change its value to Checked as shown in following screenshot:
I changed value to 'checked' or 'free' via regedit, reboot and always shows 'Microprocessor Free'
.... get the same SP3 install error
Any suggestions?
