create a email account for a user on linux mail server for receiving mails

dear sir,
i m making a spam mail filtering web site.
My server is linux and uses the default sendmail,imap and pop3 implementation that comes with linux
   
 my problem is that i am not able to create accounts for my users on my linux mail server. i have configured the smtp and pop3 service of the sendmail but i m not able to create user accounts
 i would be greatful if someone could guide me about how to create mail accounts for my user on the linux mail server.

If these will be email only accounts you can use something like:

useradd -s /sbin/nologin user-name
passwd user-name

Using the standard IMAP/POP implementations the mail user must exist in the passwd file and they need a home directory. But if they are only email accounts they don't need a shell and won;t thus be able to log in to the system.
