You can't shutdown client using JSP pages.
Commented:
You could do it using activeX in an intranet environment or with the right permissions.  I think wsh (windows script) could also help but not JSP.

You can shutdown computers remotely using wsh scripts. If you want to execute a wsh script that is on the client machine from a JSP then you need to write an applet or active X that can call the script locally.

the script would look something like:

Set OpSysSet = GetObject("winmgmts:{(Shutdown)}//./root/cimv2").ExecQuery("select * from Win32_OperatingSystem where Primary=true")

for each OpSys in OpSysSet
     OpSys.Reboot()
next

save that as an .vbs file.
