Windows Installer Pops up when trying to run an app under different user account

My Visual basic application, which I installed using Installshield, works fine when I try to run it under the account under which it was created, which is the administrator account.If I log off and log back on under a different account that also belongs to the local administrator's group and try to run my app,windows installer pops up and prompts for the office 2000 CD.If I hit cancel about a dozen times,it opens up my application.

Here is one of the warning messages I recieved in the application log.

Detection of product '{00000409-78E1-11D2-B60F-006097C998E7}', feature 'ProductNonBootFiles' failed during request for component '{22056900-C842-11D1-A0DD-00A0C9054277}'

This happens with version 2000 applications and newer.  It appears that the installer is checking to see that you actually have the CDROM and then it adds registry keys to note that; you usually only have to do it once for each new user.  AFAIK there is no problem with hitting cancel (other than the annoyance factor); it doesn't affect the application in any way I've found.  If you have the CD, though, or can get it, you should only be asked for it the one time and after that it will operate normally.
