Me and my friend wan to connect our computers but we live  a distance away but we both have cable modems and we know eachothers IP's is there any way we can make a home network with ip's or do we have to get a like a wireless hub or something or whats the easiest way to connect without spending lots of mula

This is pracically an impossible situation. Wireless are you kidding?
You may be able to setup a VPM that would allow you access, but even that is a little tricky. What type of OS are you running?

The main problem will be that your IP Addrresses are not always static. Unless youre lucky. however, what do you want to do? Play Games? If so, theres no reason why you shouldnt be able to connect accross the internet. Also, Remote assistance (XP)should be OK and would allow file transfer and remote control type stuff. Try pinging each other to start with nd we can take it from there.

no like i want to make a network im not stupid or anything I have my CCNA but im just not sure i want to be able to login over there, print share and other stuff

then you want something like VPN (not cheap, or easy to setup)

Have you tried just connecting to your friends IP address using NET USE \\ipaddress\share etc. or if one of you loads a web server can the other connect to it by IPaddress?

If you can do this then you might want to think about some firewall software!  Tiny Firewall or ZoneAlarm etc. don't cost and work alright.
You can setup a VPN on WinNT or 2000 it is again not easy but it is cheap.
