When you buy windows 2000 server you get 1 server license, and 5 connection licenses. Every user uses 1 connection license.

Windows 2000 Server with 5 clients (Full Product - Microsoft #C1100016, media format: CD-ROM) Lowest price US$598.
One copy buys a license for one computer.  5 servers means buy 5 copies.  Bulk rates / site licenses are avaiable, but really you need to check with your favorite software vendor for exact pricing.

Don't sweat connection licenses too much; if your client computers are using Win98/ME/2000Pro/XP then those systems don't need any additional client license.
Where did you get the information that you don't need client licenses for Windows users?  I am pretty sure even Windows users require client licenses to access the server.
"I am pretty sure even Windows users require client licenses to access the server."

Not for general server access like shared directories, only for Terminal Services.  And even then, all Win2000 and XP Pro workstations already include TS licenses.  I know because I set up several hundred 2000 Pro workstations with a 2000 Server and made sure the licensing was OK.  This is all on MS's website but I don't have time to check right now.  Put 'server 2000 client access license' in the MS search box and that will lead to the licensing page.  Pre 2000/XP Windows workstations need seat licenses for TS only.
