Event ID : 2022 & 2021 Server was unable to find a free connection n times in the last seconds seconds

I have two W2K SP2 server with same specification on hardware. Recently, i encountered this message after I migrated it from NT 4 Server. I did change the registry key in the local_machine\system\currentcontrolset\services\LanManServer\Parameteras as below :
MinFreeConnections : 4
MaxFreeConnections : 8
MaxWorkItems : 512

After changing, the error still persist. I don't think so my server capacity can not load around 400+ users. The current server used is a Proliant DL380, 2x1.4GHz processor with 2GB memory connected and partition is C:(19GB), D:(19GB) & E:(250GB). Two NIC with load balancing.

I did run a defragmentation on all partitions and even checkdisk also.

But, this problem still persist. Any ideas?

this behavior occurs because the Server service is unable to keep up with the demand for network work items that are queued by the network layer of the input/output (IO) stream. In simpler terms, the Server service cannot process the requested network I/O items to the hard disk quickly enough to prevent the Server service from running out of resources. Many different issues can cause this problem. When you troubleshoot this issue, investigate all components in the I/O path, from the network adapter to the hard disk drive array.
